Authorities have finally identified the last victim of October’s horrific massacre in Chinatown that took the lives of four homeless men.

Florencio Moran Camano, 39, will be buried in Mexico, officials said Saturday. He was officially identified earlier this week after investigators found his brother.

Moran remained unidentified for weeks following the Oct. 5 bloodbath because he had no identification on him when he was found sprawled out on the sidewalk on E. Broadway near Catherine St.

Under the new legislation, a six-month pilot program will require the NYPD to evaluate at least 50 sites weekly with a high concentration of placard abusers, based on 311 complaints. Police officers—who have been some of the most egregious abusers of placards—will be required to photograph their enforcement efforts for review by the Department of Investigation and the City Council.

Chinese Americans are one of the last communities to be honored by the United States government for their service in World War II. Some 18,000 to 20,000 Chinese Americans served in the American military, and for more than seven decades, they went unrecognized.
